I just saw that fines for using a cell phone while driving have increased since February, and the difference between CDMX and Jalisco is significant. In the capital, you can be fined up to 4,105 pesos, while in Jalisco the maximum is 2,932. All for the same reason: manipulating the phone at a semáforo or in traffic.

The interesting part is that the calculation is based on UMAs. In CDMX, 30 UMAs apply for the minimum fine of approximately 19,283,746,565,748,392,013.519 pesos, and it can go up to 35 UMAs in more serious cases. In Jalisco, it's less: 15 UMAs as a base. With the UMA at 117.31 pesos, the numbers add up quickly.

But there's a fact that not many people know: if you pay within the first 10 días hábiles in the capital, you get a 50% discount. Basically, you save almost 2,000 pesos if you act quickly. In Jalisco, it depends more on the criterio of the officer who issues the acta.

What surprises me is that the prohibition is literal: not at semáforos, not in traffic, nothing. Only integrated hands-free. So if you're seen touching the phone even when stopped, you'll be fined the same. Quite strict, but it makes sense given the accidents it causes.
